I do not believe it applies to large software projects. And it does not mean they are easier than medium-sized projects. For the law of large numbers, Think "stars in the Milky Way" or grains of sand on the beach.  If we took a sample of a section of the beach, we could average density, grain size, and estimate the number of grains of sand on the beach. For medium or large software projects, think "Law of medium numbers" because it is too big to analyze piece-by-piece and the pieces are too interrelated to be evaluated by mathematical averages. Unlike stars and grains of sand, we have trouble making simplifying assumptions about projects and systems. They are inherently complex and each is unique. Actually, your example of a massive data center was not bad because you were focussed on simply power consumption. You had a dramatic simplifying assumption. SO predicting power usage is not bad. So no way to tell if something was "in progress", "complete" or "won't fix".&lt;/p&gt;&lt;p&gt;There's a few more.
